Is Paypal not big enough to be in Nigeria?

From my own reasoning, I have found out that perhaps one of the reasons why Paypal is not able to come to Nigeria just yet is because it just doesn't have the backbone to enter the Nigerian market. Perhaps her resources are limited and could only for now go to some other relatively smaller countries in Africa like Kenya, Madagascar, Uganda, Niger, Mozambique, Namibia, Chad, Tanzania, Togo, Malawi and so on but still not able to enter Africa's largest Internet market.
I mean global companies like Google, Microsoft, Dell, Hp all have their presence in Nigeria but it seems Paypal is not that big yet and I'm guessing that's one of their reasons for not entering the Nigerian market just yet.
If Paypal were to become available to Nigeria, it may need the support of the 25 banks to work and I'm thinking that those banks are not ready to help just yet seeing that they are promoting their own payment platforms - Interswitch and Etranzact. Visa and Mastercard are already available in Nigeria for both naira and dollar payments but to Paypal - Where are you
