I have an Alertpay account and some funds in it. Is it possible for me to make a transfer to my Paypal account?

They don't normally work together. Paypal has no business with Alertpay and the latter likewise. Maybe you should look for an online exchanger that will accept your alertpay or paypal funds for the other
