You didn't mention the network. But let me give you a brief walk-through for setting GPRS on your Motorola W230 phone manually :
1. click Menu
2. select Web Access
3. select Web Session
On the Web Session
1. Select empty
2. Select edit
On edit
1. Rename : Fill with right value e.g. MTNGPRS
2. Primary Service Type : HTTP
3. Primary IP : fill e.g. 10.199.212.2
4. Primary Port : fill e.g. 8080 or 9201
5. Primary Domain : empty
6. Primary DNS : empty
7. Secondary Serviece Type : WAP
8. Secondary IP : empty
9. Secondary Port : 9201
10.Secondary DNS : empty
11.Homepage : fill
12.Timer : 600
13.Bearer Type : GPRS select Edit
on GPRS setting
Name : fill eg web
Password : fill e.g web
APN : fill e.g web.gprs.mtnnigeria.net
14.And than select set active
I have used examples above if your network was MTN Nigeria. You should change it to the default setttings for your network provider which you can find on their website or manual
